WHITE

BLUE"
From 1991 to 1998 Roger Gilbertson was
a Rear Admiral responsible for 200
Naval Reserve
units with 5,000 reservists. Included were 1,000
Engineering Duty Officers - the High Tech Brain
Trust of the Department of Defense.
From that base of experience, leadership, and
thinking he often does professional public speaking.
His personal
interest focuses on surviving as a "natural human" navigating in
the barely-charted sea of
civilization.
His Navy duty was highlighted
by connoisseur performance of
leading, empowering, motivating, innovating,
and persuding.
He is proud of his role as a junior officer (1961-1964)
in the development of the Naval Tactical Data System
(NTDS) - the computer system that empowers today's
state-of-the-art Naval warships.
CIVILIAN CAREER
In his civilian career,
Dr. Gilbertson has been a Program Manager for Basic Research -
sponsoring and mentoring hundreds of "High Tech" projects.
He also served on the adjunct faculty of
Shenandoah University from
1990 to 1995 where he taught in
the MBA program: courses included organizational theory,
organizational development,
ethics, and public administration.
NAVY LEADERSHIP
Rear Admiral Gilbertson has been the
Commanding Officer of 3 units
as he advanced to Admiral. He has served on a dozen
Officer Promotion
Boards - responsible for the careers of hundreds of
officers.
He has been Chairman of the Reserve Engineering Duty
Executive Steering Committee (RESC), the Naval Reserve
Engineering Duty Qualification Board (NREDQB), and the ED
Reserve Policy Steering Group (RPSG).
He was Director of
the Naval Reserve Engineering Duty Officer Course at
Leesburg, Virginia, for three years.
As an Admiral he mobilized as a Deputy Director of the
Naval Sea Systems Command in Washington, DC - NAVSEA
employs over 60,000 people and has a budget in the
tens of billions of dollars.

PROFESSIONAL PARTICIPATION
RADM Gilbertson's professional memberships have
included: Naval Reserve Association, Reserve Officers
Association, U.S. Naval Institute, American Society of
Naval Engineers, Navy League of the United States, Naval
Order of the United States, Military Order of the Carabao,
Institute of Electrical and Electronics Engineers,
Institute of Industrial Engineers, and the American
Society of Public Administration.
EDUCATION
Rear Admiral Gilbertson has had a long association with
many forms and themes of education - he graduated from an
engineering high school, the Baltimore Polytechnic
Institute "A" course.
- His undergraduate degree
is in Industrial Engineering from Georgia Tech,
1958
- He is also a graduate of Purdue University,
1959
- Plus the Harvard Graduate School of Business
Administration, 1972
- And the University of Southern California (USC),
1986 and 1988 (doctorate)
- Including the Industrial College of the Armed
Forces (ICAF), 1990
MORE EDUCATION
He attended the National Defense University as the first
Naval Reserve Capstone Fellow (1993). He has also done
graduate work at the University of Colorado, the American
University, the George Washington University Law School,
the USDA Graduate School,
and UCLA.
Other military education includes the Senior
Reserve course at the Army War College, the
Senior Seminar at the Navy War College, and the Senior
Acquisition Management Course at the Defense Systems
Management College. His doctorate is from the University
of Southern California in Public Administration - based on
a dissertation, The Search for Wisdom Systems.
He was picked for an executive development program - for Russian
Admirals and Generals. The program was at the Harvard Kennedy
School of Government. Since about 1992 the Carnegie Institute
has been sponsoring about 3 dozen top level Russian military
officers to come to American: to an advance leadership course at
Harvard.
In 1997 the Russians requested American military participation
in
the course. Roger was selected as one of two Admirals for
that honor.
LIFE LONG LEARNING
Every day is another panorama of lessons learned. Every day we
add another layer of learning to the mind. And it continues
throughout life. Isn't that great!

Roger is the father of grown children - a daughter,
Gambi, and a son, Erik.
